Dhir and Dhir Associates (firm) has collaborated with Ernst & Young and prepared model documents involved in the development of Information Technology City/ Park on DBFOT basis in Uttar Pradesh. The historic union was mandated by the U.P. Electronics Corporation Limited (UPECL). The IT City initiative involved developing model framework for setting up IT City/ Park across the State to leverage the IT Industry.

The UPECL’s vision is to develop Special Economic Zones (IT City) on Design, Build, Finance, Operate and Transfer (DBFOT) basis at Chack Gajaria Farms, Sultanpur Road, and Lucknow. Accordingly, the most suitable PPP option was recommended and policies/ guidelines were prepared.

The work involved preparation & review of model bid documents, RFP, concession agreement, bid process management, RFP evaluation and legal advisory services till the financial closure of Project.
